We really need a name or a "tag" for frivolous partisan legislation that is introduced with the full knowledge that it will be voted down, or die in committee, and only exists to whip the listservs into a frenzy and appeal to some partisan hack's pet audience. Case in point, the "Constitution Restoration Act,"
