infuriating ... an excruciatingly close (and thoroughly footnoted) review of bush's released military service documents, comparing them to regulations and procedures used by the ANG at the time, shows that at some point, bush HAD to have been considered a deserter by his Military Personnel Office. Anyone outside of the military would say "this is far too convoluted and whacked out to ever have been the way things were done in the Guard..." but anyone who has actually served will realize that it is the Orwellian maze of paperwork and procedures that gives this scenario a definite ring of truth.
